Invited on the broadcast Impact on SynpsTv, GAINDE 2000 Managing Director Ibrahima Nour Eddine Diagne, analyses the opportunities offered by digital entrepreneurship to young people. He points out, however, some challenges to overcome to gain a place in this very dynamic and attractive sector.

Digital entrepreneurship has become the panacea for many project promoters, an area of activity increasingly invested by young people. “E-entrepreneurship is a new concept that does not define something qualified. A company will invest in digital to improve its performance or the relationship with its customers. On the other side, you’ll have entrepreneurs who’ll make pure innovation,” says Mr. Diagne. According to him, there is no single way to qualify as an e-entrepreneur; we can use digital technology to transform, complete each other, or bring a new frontier. In the current situation, he believes that there are no statistics in Senegal that highlight e-entrepreneurship. « In digital entrepreneurship, e-commerce is the most dynamic sector through social networks where there is a strong vitality. Most social media accounts have a commercial purpose, and they are entrepreneurs who sometimes have no knowledge of digital. they sell normal products and just use digital as a means of marketing», reports the AG of GAINDE 2000.

There is a second wave of entrepreneurs who are better versed in this technology; they are fewer in number and are interested in more daring subjects that focus on transforming consumer standards.

On the transposition of models of entrepreneurship from outside to Senegal, Mr. Diagne argues that among these digital entrepreneurs, there are those from the diaspora who are back; they are accustomed to standards of consumption different from ours. We have other types of entrepreneurs who watch the shows and think they can adapt them to Senegal. Those who take the time to study sociology and produce a suitable product, however, it is necessary to have the means to do so,” he warns. On another note, he says the first challenge is that these digital entrepreneurs can’t assess their financial needs. «They will make you a business plan not very ambitious in terms of financing, but ambitious in terms of revenues. The other challenge, he says, is finding the funding. In terms of a solution, it recommends the establishment of a single-window that gives visibility to all sources of funding (repayable and non-repayable grants, etc.). He also calls for youth to be organized around investors. “These are initiatives that will change the situation.”

For Mr. Diagne, the world has never been so open; everyone has their smartphone and is connected.

Sister Carmen, one of the nursery managers welcomed this symbolic gesture of the women of GAINDE 2000. If these children are not taken care of, society risks falling. The women of GAINDE 2000 made this gesture to allow the Nursery to help the Franciscan sisters to better take care of abandoned or orphaned children. It should be recalled that the nursery of the Medina was created on August 5, 1955, by the Congregation of the Franciscan Missionary Sisters of Mary (FMM). It aims to “welcome and take charge” of abandoned babies, orphans, or from parents in difficulty.

Mor Talla DIOP, Senior Executive Director at GAINDE 2000, gives an analysis of the state of digital transformation within the Senegalese administration.  He was a panelist on APTECH broadcast on the theme “Digitalization of administration: where are we now?”

Speaking during the APTECH Panel of February 16, Mr. Mor Talla DIOP made a diagnosis of the place of digital transformation within the Senegalese administration, He identified key challenges in delivering Government services often related to a lack of communication or change management, since he recognized that many government services have launched a digitalization project. Today, we can note that all administrations have the will to modernize their structure with the Digital as an important pillar of their performance. Most administrations have a digitalisation project to improve the performance of the services provided but also to increase their visibility to the users. However, we can note that the strategy is not well coordinated with many duplications in projects.

We also note that there is often a confusion in the word “digital transformation” because many managers in administrations services consider that digital transformation is first of all internal process with just the automation without foreseeing the services to the users and how the administrative processes can be improved considering the dimension of user services, their requests, the payment and the confidentiality of the information to be processed.

It is true that automation is an important step, but the journey remains long because of frequent changes in management that often lead to the relaunch of projects that had started with similar objectives», Said Mor Talla DIOP.

As such, he indicates that GAINDE 2000 tried to position itself very early in reducing the gaps between the administration and users, by setting up service thru Digital platforms such as Single Window, while knowing that this transformation must be progressive.

Thereby, we understand that a well-defined strategy to support the management of change and the awareness of services and populations is essential.

However, he argues that initiatives such as the formalities portal of ADIE and Senegal services are commendable, but it only provides necessary information in a portal, while the users expects to trigger their transactions till the delivery of the service from the relevant administration.

It is in this sense, he says, that GAINDE 2000 can contribute a lot in this relationship between users and service platforms through its experience in Single Windows and payment solutions.

Finally, he emphasized on the importance to respect the prerogatives of the administrations in the delivery of services, which can certainly be simplified with the digital.

Finally, he underlined the importance of the Mobile platform as a front End for Services, nowadays we must no longer develop web platforms where people can only connect in a web application, we must think Mobile and remote services while building platforms because Mobile has become the first link and the indispensable element in people’s behaviours.

The Managing Director of GAINDE 2000, Ibrahima Nour Eddine Diagne, participated, on December 30, 2021, in a virtual panel around the theme:
“E-commerce: barriers and solutions according to ecosystem actors”. In his interventions, he analyzed the issues of electronic commerce and highlighted the challenges and perspectives of this subsector.

According to the administrator of GAINDE 2000 the issue of electronic commerce revolves around three elements.

First, it’s the services culture. In other words, do people have a culture of services to ensure that the products and services they want to buy come closer to them through more modern means. This culture of services, says Diagne, is becoming increasingly established.

The second level is the education on digital tools. As such, it is noted a super acceleration by the pandemic and even before.

Thirdly, it is the regulatory aspects that are not necessarily present, notes Ibrahima Nour Eddine Diagne.

According to him, the other dimension to be considered in electronic commerce is confidence in products. This notion of trust is also linked to payment. These issues around trust said Mr DIAGNE, are usually managed by available means, or even artisanal methods. On another note, Mr. Diagne points out that the flow problem referred to is generic in terms of traditional trade. Electronic commerce can provide improved responses. he indicates that:

“The notion of trust becomes a predominant effect at this stage”

According to him, there is an informal digital sector in e-commerce. All we can see on social networks, such as online shops, are not actually registered platforms. There may even be a danger because products that are unfit for consumption (cosmetic or food, medical or paramedical) are sold there,” warns Mr. Diagne. There is a need to regulate.

Ibrahima Nour Eddine Diagne took part in the Entrepreneurs’ Forum, organized on the margins of the opening of the eighth ministerial conference of the Forum on Sino-African Cooperation (Focac). In a context of economic recovery, the actors, in their interventions, highlighted the imperative to focus on the digital economy in view of the potential it offers to States. «There are still great opportunities for Senegal in the digital economy. Where there are queues and administrative delays, it is because digitalization is not yet so developed», points out Ibrahima Nour Eddine Diagne.

This observation, he adds, shows that there is a need for digitisation. We have the impression that digitalisation kills jobs. But studies have shown the opposite. If we create the conditions for companies to perform, they will have more revenue and generate growth and make investments,” says Mr. Diagne. He calls for a program of synchronized modernization of both the State and the private sector.

During this panel, the telecom sector was called upon to play a central role in the digital transformation. As such, Sékou Dramé, General Director of Sonatel Senegal, maintains that in addition to the availability of connectivity, consideration should also be given to the development of skills, particularly those related to artificial intelligence, since 30% of trades are doomed to disappear. From Paperless Trade to Mobility project : IMPROVING THE PERFORMANCE OF SENEGAL’S ADMINISTRATIONS ON TRADE FACILITATION”:

GAINDE 2000 offers about twenty tablets to the Ministry of Commerce and Small and Medium Enterprises.

To promote the dematerialization within the administrations involved in the control of the documents accompanying the declarations in Customs, GAINDE 2000 submitted, Friday, April 9, 2021, about twenty tablets at the Ministry of Trade and Small and Medium Enterprises.

This ceremony presided by the Minister Assome Diatta in the presence of his collaborators (the Director of Internal Trade and the Head of Division of Consumer and Consumer Safety) has once again been an opportunity to strengthen the collaboration and technical support of GAINDE 2000 with a view to generalizing the use of NICT in the procedures for checking and issuing customs clearance documents.

As a reminder GAINDE 2000 received a fund from the African Development Bank (AfDB), to improve Senegal’s performance in terms of trade facilitation, particularly in the public services.

The Minister of Commerce and Small and Medium Enterprises, Aminata Assome Diatta, received twenty tablets for her services from Mor Talla Diop, Senior Executive Director, representing the Managing Director of GAINDE 2000, Accompanied by Ms. Ndiaye Bineta Thiam responsible for ORBUS operations. This set of equipment will allow the agents of the Division of Consumer and Consumer Safety (DCSC) to carry out in complete mobility the tasks of control and issuing the Declarations of Importation of Food Products (DIPA) and to strength border controls and goods control on the corridors.

« We are honoured by the work done and the progress made with the Ministry of Trade on various initiatives. We already have the Meteorology and CCSD Directorate operational on the Single Window platform, ORBUS. We understood that mobility was an important link in the facilitation mechanism to allow for document review without recourse to physical documents. This step marks the effective implementation of dematerialization while respecting the required security rules, explained Mor Talla Diop.

It is in that context, he says, that GAINDE 2000 has implemented several functionalities that allow DCSC officers of the Ministry of Trade and Small and Medium Enterprises, as well as other ministries, carry out documentary checks on the corridors at the time of entry or exit of the goods. He argues that these initiatives are important steps in the logic of implementing information technologies at the heart of the trade system.

Mr. Diop explained that each of these tablets has applications that allow access to the ORBUS platform for document control and validation of certain transactions.

For her part, the Minister of Trade, Aminata Assome Diatta, informs that she gives a central place to trade facilitation. She recalled that her department was a major player in the negotiations that led to the trade facilitation agreement. “When the partners made the diagnosis, we saw that Senegal was ahead of many countries. It is quite normal that the Ministry of Commerce is one of the champions of the facilitation of trade through dematerialization», rejoices the Minister. According to her, DIPA is a very important document for Senegalese economic operators, especially importers. According to the Commission, it is necessary to have precise statistics on the various imported products, in particular their nature and their place of origin. “GAINDE 2000 can be of great help to us, we intend to renew this collaboration that we want fruitful in the interest of our economic operators,” reassured the Minister.

Following the violent demonstrations happened in early March, the Head of State, Macky Sall, in a speech to the nation, announced the establishment of an envelope of 350 billion FCFA in support of the creation of jobs for young people. With a view to economic recovery, the President of the African Performance Institute (API), Ibrahima Nour Eddine Diagne, proposes some possible solutions.

From the program «Invités Matinal» on iRadio, on 29 March 2021, Ibrahima Nour Eddine Diagne, President of the African Performance Institute and Managing Director of GAINDE 2000, has gone through the nagging issue of employment in the perspective of economic recovery.

First, Mr. Diagne analyses the recovery in two parts.
– First, he points out that this is an opportunity to overhaul the current economic model. he justifies this by the fact that the pre-COVID-19 model could not generate jobs commensurate with business demand in the job market.

– The second aspect, he says, is that there are sectors that have been deeply affected, such as tourism. That is why, he says, its recovery will not depend only on Senegal “Today, we need to think about how to reposition the tourism industry in the context of economic recovery”. In other words, we need to build a tourism sector that will become much more resilient to resist shocks like the Covid-19 pandemic.

We do have an economy, but we have to see if it produces value-added that can consolidate its fundamentals,” Mr. Diagne analyses.

According to him, the reform of the national economy requires a redefinition of the state at the economic level to see how it can intervene and make corrections that can make it possible to succeed, for example entrepreneurship “We need to ensure that the number of jobs created can exceed the number of job seekers in the job market. Mr. Diagne calls for actors to be professionalized by supervising them to establish income-generating activities. During his address to the Nation, last April 3, the Head of State, Macky Sall, announced the inauguration, in May 2021, of the Data Center of Diamniadio. This infrastructure marks a major revolution for Senegal’s digital sovereignty.

This is one of the greatest measures announced in its traditional message to the nation. The President of the Republic, Macky Sall, will proceed, in May 2021, to the inauguration of the Data Center of Diamniadio. According to him, this infrastructure is a major revolution for the digital sovereignty of our country, which for the first time will have its own digital data storage structure. Among other features, the Data Center will make it possible to generalize very high speed across the national territory, to satisfy, at affordable costs, government and private sector requests for hosting and operation of computer platforms and data.

This Data Center will also facilitate the dematerialization of procedures, for the rapid and transparent delivery of administrative services and documents, including civil registration documents. Indeed, the State of Senegal pays special attention to the speed in the administration using digital services. That is why in the Digital Senegal 2025 strategy, the State recalls that the establishment of a connected administration contributes to the dematerialization of administrative procedures, improve productivity with reduced costs and delays in transactions and administrative operations. It makes it possible, in line with the strategic objectives of the PES, to strengthen economic governance, increase the performance of companies, improve citizens’ access to information and promote the emergence of transparent management, effective and efficient in results-based public administration.

Since few years, the State of Senegal has been part of a dynamic to undertake the digitization of major registers (moral persons, legal persons, and geo-referenced heritage) and the implementation of iconic digital projects (biometric repository of natural persons, national digital cadastre, national address plan), to give a real impetus to the integral dematerialization of public administration.

The concept of an administration connected to the service of the citizen and the enterprise, recalls the Digital Senegal Strategy 2025, is based on the standardization of data and exchanges between the different platforms existing in ministries, to enable effective interoperability between them. This dynamic will be reinforced by the establishment of a streamlined hosting infrastructure through the establishment of a secure national Data centre.
