The incredible advancement of the digital has led to the far-reaching changes in the information management chain with the emergence of big data literally called « massive data ». Nowadays ,almost all institutional organizations (ministry, management ….) Or companies are facing an exponential circulation of data in various fields of activity. Whether in the health, agriculture, education, fishing, breeding, finance, insurance or stock market sectors, data are infernally produced to the point that users get lost or manipulated especially with the appearance of fakes news.
The many browsers that are almost part of our daily concerns have contributed significantly to the rise of massive data. In parallel, it has been noted that social networks equally produce significant mass of information in real time. These information often provided for free become so plentiful that it is difficult for users to have their value recognized. The public no longer clearly understands what constitutes the value of an informational data in so far as it comes plentifully, or even in overabundance.
These data are particularly made available to the public by the actors of the innovative computerized sectors such as e-commerce, e-health… In fact, the access to information is no longer an obstacle, the main matter is the strategies to be set up for processing those information in order to create value added.
This high intensity of data production makes it necessary to think of new modes of management and governance of information and content. The new Information Management approach goes beyond the traditional and classical standards that consisted in collecting, processing and disseminating data.
Today, to challenge this plentyfullness of data, it became necessary to resort to technological and computer tools such as microsoft office (Excel, stata, Eviews …). The new management approach should be to collect and manage structured and unstructured information from one or several sources. The other challenge will include the control, the organization, the processing and the provision of information to the public.
With these new management methods, data analysis has become more efficient with the machine learning effective for prediction with the use of algorithms for processing. There are other tools like python, designed to execute and analyze those data. Both public and private institutions producing data would benefit from integrating this set of innovative mechanisms in order to establish a better management of the data. information in the data era
